Identity theft reimbursement programs may sound like a good idea at first, especially when the person selling you the program says reassuring things, like "It will pay you back any money you're out if you're a victim of identity theft." But this is the same sort of hollow marketing that got LifeLock in trouble with the FTC. To put it bluntly, it is a misrepresentation of what the program can (and will) do for you in the event you are a victim of identity theft.
As a safety net, reimbursement programs are helpful, but by themselves, they do not offer much security or peace of mind to a victim of identity theft.
