Utility Fraud = Identity Theft

The Chagrin Solon Sun reports a utilities "identity theft". The victim's social security number  was used - two years before she was born. Authorities suspect this is a bookkeeping error. But that didn't help the victim get her utilities turned on.

Utilities fraud is one of the most common ways personal information can be misused. But a stolen social security number can be far more troublesome for the victim.
